According to current situation of respiratory disease transmission of Corona virus that began in Wuhan city in Hubei in China, we now find this disease transmission all around the world and in Thailand we found infected people 212 people in total. In this regard, Consortium of Thai Medical Schools (Kor Sor Por Thor) by Faculty of Medicine Siriraj Hospital, Faculty of Medicine Ramathibodi Hospital of Mahidol university and Faculty of Medicine Chulalongkorn University collaborate to offer preventive actions and methods to intercept transmission of Corona virus 2019 (COVID-19) because the situation of disease transmission has come into the turning point that it will be super spread in Thailand or we can slow down disease transmission.

Proposals of policies in dealing with the spread of COVID-19 in Thailand. The situation in the next 30 days depends on the government’s decisions.

If the government is able to enforce measures to stop the spread of COVID- 19, it well
help to reduce the number of the infected people and reduce the intensity of the affects caused by the spread of the virus. By having to implement plans in a systematic manner, and punctually as per the time schedule with the co-operation of all parties concerned.

Proposals of policies in dealing with the spread of COVID-19 in Thailand therefore, consists of the following factors:

Phase 1: By March 22, 2020

Estimate number of total infected people in Thailand: 440 – 882 people. Preventive actions that government should consider the following interventions:

  1. Allocate enough resources to clinics and hospitals including medication, public utility, food and water and efficient transportation.
  2. Plan to manage enough resources and necessary public utility for people to use in daily life.
  3. Plan to take care of safety and public welfare for people.
  4. Plan to manage energy system of the country including electricity, fuel, and others.
  5. Plan to manage public communication system between government organizations, government organizations and private organizations, organizations and people and between
    people.
  6. Speed up production and allocate COVID-19 testers which are cheap and easy to use for people to use for checking by themselves at homes then connect to public communication system to report results for assigned institutes.

Phase 2: Four Weeks

Preventive actions that government should consider, there are two ways for consideration as follows:

Option 1: Lockdown the Entire Country for Four Weeks

  1. Announce an enforce of Emergency Decree on Public Administration in
    Emergency Situation to restrain traveling in and out of the country in every ways.
  2. Always stay at home except for health emergency. People can contact central
    coordination centers such as 1669 or contact other people who work for public services.
  3. Arrange transportation system and temporary living place for assigned staff/personnel to operate necessary jobs for efficiency of working system.

Preventative Actions for the Economy

  1. Arrange supply chain of consumer goods by cooperating with local industrial business groups with consideration of sufficiency, inclusion, accession for people in local areas and collaborating with transportation systems of government and private organizations.
  2. Food establishments/convenience stores should sell only ready to eat food for takeaway so, people can eat at home.
  3. Specify time for buying necessary items in daily life and specify distribution points that are approved by government organizations.
  4. Introduce measurements for caring and treating affected people from lockdown the country especially people who have low income.

Preventative Actions for Administration and Management

  1. Set up war room to take care and control problems in time about COVID-19 including medication, social, economy especially public communication clearly and regularly.
  2. Set up solve emergency problems service center during COVID-19 outbreak
    under control of war room.

Preventive Actions For Society

  1. Arrange staff police/soldier to keep the peace and safety for people in each area.
  2. Determine that people should live with social distancing

Preventive Actions for Medication:

  1. Systematize for medication services by classification as follow:
    1. Sanatoriums for patients with mild symptoms
    2. Sanatoriums for seriously ill patients who need intensive cares with directly connecting to war room
  2. Specify standards of facilitating for medication services and deliver necessary
    medicine for other groups of patients who need medicine and medical supplies continuously for government and private organizations.

Option 2: Partial Lockdown

Provinces/special districts that have high number of infected people should do the lockdown which are Bangkok metropolitan region for 4 weeks before forcing in national level

  1. Do not travel in/travel out of provinces/special districts in every ways.
  2. Always stay at home except for health emergency. People can contact central
    coordination centers such as 1669 or contact other people who work for public services.
  3. Arrange transportation system and temporary living place for assigned staff/personnel to operate necessary jobs for efficiency of working system.
